The Sarina Russo Group, through Sarina Russo Job Access (SRJA), has responded to the Australian Government's Shaping the Future of Employment Services Discussion Paper, contributing decades of frontline experience and industry expertise to help inform the future design of Australia's employment services system. Led by the Department of Employment and Workplace Relations (DEWR), the consultation sought feedback on the policy and program settings that may shape the delivery of employment services beyond 2028.
Drawing on more than 46 years of experience across employment services, education, training, self-employment and community support programs, the submission reflects the Sarina Russo Group's ongoing commitment to helping Australians secure and sustain meaningful employment while supporting the development of a system that better serves job seekers, employers, communities and the broader economy. Since 2022, SRJA has supported more than 29,000 employment outcomes through programs including Workforce Australia, Parent Pathways, Inclusive Employment Australia and Self-Employment Assistance.
Sharing practical insights to support reform
The discussion paper outlined the Government's vision for a reformed employment services model built around three service streams designed to better match support with participant needs. It sought feedback on key areas including participant assessment and triage, movement between services, mutual obligations, employer engagement, provider capability, incentives, commissioning and continuous improvement.
In response, SRJA provided detailed recommendations informed by operational experience, participant outcomes, employer partnerships, workforce development initiatives and international research into employment services reform. The submission also draws on insights gathered from frontline staff, program delivery teams and participants across Australia.
